Many of the modules I’ve seen require D&D ver 5.3, but it seems like the version on The Forge is locked at 5.1.10. Am I missing something? I’d like to upgrade some of my modules to the latest versions but this seems to be a consistent roadblock.

You are not required to update to DnD 5.3 to continue using currently installed modules, and it’s not advisable unless you’re feeling particularly adventurous regarding bug fixing. As it stands there are various issue reports coming through after the recent update that are yet to be ironed out.
